Putting the tool bag on his bag will restrict him in the tight space that already is in climbing up the tower. It allows him to manouvre his body with ease without worrying about the extra layer on his back so he ties it to him and just pulls it up as he goes. While it may not look like it, it is the easier way and keep it in mind he has probably been doing this job for years so is use to it and fit as **** .
